
Jaimie Cavanaugh
Jaimie Cavanaugh is state policy counsel at Pacific Legal Foundation, where she works with legislators around the country to end burdensome laws and create opportunities for individuals to thrive.
Cavanaugh is a national policy expert on certificate of need (CON) laws, which make it difficult or impossible to open new health-care facilities. She has written extensively about how CON laws restrict access to high quality healthcare options. She’s also litigated cases challenging CON laws and testified before more than a dozen state legislatures on the harmful consequences of CON laws.
Prior to joining the Pacific Legal Foundation, Cavanaugh practiced constitutional law for 11 years with a focus on protecting and enhancing the right to earn an honest living. Her work as a litigator led to the recognition of the right to economic liberty by the Georgia Supreme Court and ended New Jersey’s ban on selling homemade foods.
