Reeve T. Bull

Reeve Bull is a scholar at the Bluegrass Institute and the Policy Director of the Fulcrum Foundation. He previously worked as the Director of the Office of Regulatory Management in the Administration of Virginia Governor Glenn Youngkin. During his time at ORM, he oversaw significant regulatory streamlining, substantially expedited the permitting process at multiple agencies, and launched an innovative AI-empowered review of regulatory requirements.

Prior to serving in ORM, Reeve was the Research Director of the Administrative Conference of the United States. At ACUS, he oversaw the issuance of dozens of official recommendations related to regulatory cost-benefit analysis, international regulatory cooperation, regulatory transparency, and improved notice-and-comment rulemaking, among other things. He also previously worked in private practice as a litigation attorney with Gibson, Dunn & Crutcher LLP and clerked for the Honorable Alvin Schall of the U.S. Court of Appeals for the Federal Circuit.

Reeve has widely published on administrative law topics, including multiple full-length articles in leading publications such as the Administrative Law Review and Law & Contemporary Problems. He is an elected member of the American Law Institute and a Public Member of the Administrative Conference of the United States.
